Video: Optum Interoperability and Patient Access Services
- [Narrator] Summer 2021 was a busy time for states. COVID-19 cases showed no sign of decline and an important interoperability mandate went into effect in July for the Interoperability and Patient Access final rule. In a NESCSO survey a few months prior, only about a quarter of states surveyed said they would be able to meet the July 2021 deadline. Today, many states are still challenged with getting fully up-to-speed with a secure solution to meet the CMS requirement. Fortunately, there is help from a trusted resource. Optum has a long history of actively working to overcome barriers in the exchange of digital health information and data access. Optum Interoperability and Patient Access Services is an easy-to-use, end-to-end solution that is currently supporting 60 million people across the country. It's already helping Medicaid agencies become fully compliant with the CMS Interoperability final rule, putting patients at the center of their care and in control of their data. Optum Interoperability and Patient Access Services goes beyond basic CMS interoperability solutions. It takes into account more than the FHIR accessible API element of the rule. It can handle data from a variety of sources and formats. Optum Interoperability and Patient Access Services includes workflow processes and enhanced security. For example, it has an additional value-added member security layer that provides informed consent, so members can decide who can access or view their data. End-to-end member data protection and informed access is at the core. Vendors register their company and apps. Optum or state Medicaid administrators review the third-party applications and approve or deny them based on CMS and ONC regulations. Members provide consent for an app to access their data and can also easily revoke it. We've also prioritized data quality. Others use T-MSIS data or data subsets that may not be the most current information, but Optum Interoperability and Patient Access Services uses data directly from your MMIS or data warehouse to help reduce the lag in getting data to your members as required by the regulation. With this complete solution, states can go beyond basic compliance to realize the full intent of the CMS regulation; leveraging data to act on trends; enhance care coordination; and address fraud, waste, and abuse. At Optum, we have a mission to help make the health system work better for everyone. And we're excited about how the CMS rule and our approach to the rule are helping realize that goal. There's still time to partner with Optum to make the health system work better for your state, your providers, and your patients through interoperability.
